Treatment Away from Home

My mom has HMO insurance. I live in CA and she would like to come stay with me for a few months. But she has chemo every 3 weeks. Her insurance does not cover out of state treatment but said they can make an exception for temporary travel.
I keep calling different places and I am unable to find a place that will agree to see her without a cash payment. Even with insurance pre-authorization. Any ideas where I can check
