    Dropping charges "without prejudice" means that they can be brought again.  Charges are "dropped without prejudice" when a prosecutor fears that a conviction won't be attainable at that time, and hopes to obtain a conviction in the future.

    As noted in this story in the Washington Post,

    Friday's meeting [of President Obama with the commander of the Cole and families of victims] may, in part, be to explain that the charges in those cases can be reinstated at a later date in some different form of military commissions system. The tactic was also used by the Bush administration when it wanted to stop various proceedings at Guantanamo. The Pentagon under Bush dismissed without prejudice charges in six cases and reinstated them later in three of those cases.

    If the case had proceeded against Nashiri, a Saudi facing capital charges, a guilty plea could have boxed in the administration. The legal principle of double jeopardy would apply, and it would have been very difficult to move his case to another court, according to defense attorneys.

    Okay -- some people don't!  I just wanted people to be aware that this is not a case of "pardoning" the guy, but rather making sure convictions are obtained that will stick, and avoiding "double jeopardy" -- in other words, to make sure that this guy and others DON'T evade punishment.

    Hey Rocks I am not trying to scare anybody but you Repugs............you people think you are so smart.........and you are not...........no one is as smart as PRESIDENT Obama.........has anyone seen the moon tonight?........Go outside and look......it is just beautiful..........I really do think I can see PRESIDENT Obama's face in the moon.......yes he is the man in the moon............it looks mystical.........yes that what PRESIDENT Obama is to me..........my magic man............(I think I feel a hot flash coming)..........FIRST LADY Michelle must be the luckiest woman alive............she actually gets to "sleep" next to him.............ok I need to take a break.........ok I'm back.......had to get a glass of water.........is it just me or does the water even taste different since PRESIDENT Obama has taken office?............Shokk

    WOOOOOOOOOOOOOOOHOOOOOOOOOOOOOOO................the spending.......I mean the STIMULUS bill is going to pass............now I am never going to have to worry about paying my mortgage or putting gas in my car!!!!!!!!!!!!!!!!!!!!!!!!!!!!!Looks like there are only 3 smart Repugs in the Senate...............(of course we know that is an oxymoron)........everyone knows that Northeastern Repugs are just Democrats dressed up to look like Repugs...........when this bill saves our country and no one has to pay for anything those three Repugs will be heroes................then they will switch to OUR side!!!!!!!!!!!............Shokk

    Well, the dems have written the preamble to their own demise. They own it now. If it actually helps they can take credit. Sadly, I think it is going to be the downfall of all of us. But it will pave the way for a new revolution, if the country survives.

    That is so funny Sherri - around my house my kids refer to PBO as BamBam.

    I have heard even the Congressional Budget Office says that this bill will help short-term but long-term we will be worse off. None of the jobs are long-term sustainable jobs - I mean how long will it take to weatherize public housing?

    Well actually daisy yes I did (do) did have breast cancer..........dx 1-30-06......7cm tumor......had chemo first dose dense TAC.......lumpectomy on 7-5-06........and had 33 radiation treatments that ended Sept.29th-06..........I am just a private person...........and I don't like to brag..........exactly how big was your tumor?.............Shokk

    Oh yeah?  We're boring? Now you went and did it.

    Who are our turncoats?  Olympia Snowe is one, but I don't know who the other two are.  This is what happens when you join committees, IBC had a whole thesis on it.  You get all that he said, and at the same time a little extra that you want (for whatever) and then you get so excited, you can't wait to sell your country down the tubes.  Benedict Arnold felt those same feelings of joy and excitement, it didn't turn out too well for him in the end, but it must of felt good at the time.

    If they would have stuck together, this plan could have been fixed.  It might have had the backing of more people if it truly was worked to do what the original intent of it was to do....  Create long lasting jobs, not in government but in the private sector.  Now, thanks to a few, they won't get the chance, and we get to pay.

    Collins and Snow - wish they would stop calling themselves Republicans.  Well, then again, I guess they can. At least they don't claim to be conservatives.... I believe they often caucas with the dems

    Ladies, may I join this thread? I admit, I have been lurking ... I usually do not lurk.. .. but I have enjoyed this thread for some time.. and would love to introduce myself. I am Laura..:)

    I am a republican.. and I am a business owner that is very worried about our new leadership.

    Anyway.. I just wanted to say hello, and I have enjoyed the reading here... and the GREAT humor here too... Can there be anything better than humor and truly funny women...I think Not!

    I will admit.. I did not vote for BO.. but.. since he is in office.. I do pray for him and pray he will help our economy and the USA!... ( hope I am not being bashed..EEKKKK)....I just hope something good comes from change.So far.. I AM AS WORRIED AS YOU ALL ARE...

    Right, just a nice community service group, they might even have bridge games on a Wednesday.  Donuts too.  I'll sleep better if I think of them as this wholesome fruadulent vote signing up community organizing group.  Ahhh, I feel better already.

    Rosemary--By chance are you referring to Joe (plugs) Biden.  It was my understanding that with this most recent bout of chemo for Hodgkins Spector was going to let his hair grow in au natural??

    Who names there kid Arlen? He sure is the poster child for term limits. Or is that Teddy the drunk driver, or is it Lurch Kerry, or how about Dick Dirtbag from Illinois, my favorite. Now they are giving millions to ACORN so they can insure the votes for 2 terms for their dear leader. I bet they even try to get rid of term limits for the pres.

    Laura, Welcome. We always enjoy new opinions, except from the people who get nasty.  I think we were all hoping BHO would do a good job, for the sake of our country. But turning us into a socialist nation is not what we had HOPEd for. Bama has started to show his true colors in the past few days and he is looking like everything we feared, a liberal who is only out for himself.

    This bill is going to sink us for decades. I just hope the dems go down with it.

    Vivre---I know its awful but decadently good---  Hazelnuts and chocolate in a spread----Terrible temptation to have in the house.   When I can't stand the temptation anymore I'll heat up a croissant and slather it on there.   Yep unhealthy but we all fall off the wagon now and then. 

    Fortunately, aside from that bottle of temptation- there are no sweets in my house.

    No I was't referring to the nuts but I guess it's appropriate association for today Wink
