How to measure lymphedema severity?

I'm a stage 2a right breast diagnosed patient since 15 May 2020, with neoadjuvent therapy, total mastectomy, chemo, radio and target therapy (rest is 3 doses)

I have measured MUAC midupper arm circumference and the difference between both sides is approximately one inch

Do I have a lymphedema or the difference is acceptable?

Edit1: well, Unfortunately, I didn't take measurements prior to surgery

Yes it's my dominant hand

My surgeon said the critical times are post surgery and post radiotherapy and fortunately they're long time ago

    Did you have measurements taken prior to surgery? Is the larger arm your dominant side? It can be difficult to tell without a baseline and most people do not have symmetrically sized arms because they use one more often than the other. I have bi-lateral lymphedema but my upper arm, which is not where I have a lot of swelling, has about 1/2” to 3/4” of difference, with my dominant arm being larger. Simple measurements can be useful if there is a marked difference between the two, but if not there are some other types of testing/imaging that can help with diagnosis of lymphedema. Some types of imaging, lymphoscintigraphy, and bioimpedence testing (looking at fluid in the affected area) and other assorted tests are used. Do you have access to a certified lymphedema therpaist who can help you with a possible diagnosis?

    To expand on the bioimpedence testing......I detected my lymphedema with a test called the L-Dex test. My breast center had me take it before and after treatment and that's how we found it. BUT....even though you don't have that baseline number, it still might be a useful tool to see what your number would be and if they determine it to be in a healthy range. It's a simple test where you stand on a scale, per se, and it uses a harmless current to see how well fluid is moving. I'm simplifying it, but that's the gist of it.
