Recon after lumpectomy in wisconsin

can anyone pm me a recommendation for surgeons that will do recon after rads on a lump. boob in Wisconsin? Its been 9 yrs and i still want recon but i was told its high risk about 5yrs ago. The more that time passes i lose more of the shape and fullness . Certainly the rads swelling is long gone and the risk should be less by now. Im in a relationship but feel very self conscious with intimacy because of the deformity.
