Possible implant issue - Which doctor should I call?

Hello - I'm torn on which doctor I should call for a new issue I'm having and would like some advice. I had a bilateral mastectomy just over 1 year ago, direct to implant. I have a small, soft, movable lump near my mastectomy scar line on the cancer side. (Lump probably isn't the right word - it's much different from my original cancer lump. Just not sure what else to call it.) I have a similar lump on my non-cancer side in the same place, and have had them since the surgery, so I'm thinking it's likely just how my implants are positioned more than anything else. However, the one on my cancer side has become a little more pronounced in the last few days (that implant is higher/tighter anyway due to radiation post-surgery), so I'd like to have it checked out just in case it's something not-so-innocent.

Would you call your plastic surgeon or MO for this type of issue? Thanks!
