small bruise months after exchange surgery

Hi all, I have had an issue for the past 6 weeks with a very thickened red area near my mastectomy scar that I thought was a rash but my onc said no and it hasn't responded to topical steroid ointment.

I have been taking pictures of it to track if it changes. The original red spot hasn't really changed much. It does not itch and never has. It's not scaly or raised or flaking or anything. But now in the pictures I can see the shadow of what looks like a large lump or swelling or something. And now there is a small (few centimeter) sized purplish bruise below this red spot that is a little sore to the touch. (I really still have no feeling on the entire breast so it's noticeable that if I touch this spot, it's sore.)

Has anyone ever developed a bruise this long after having implants placed?
