Just diagnosed t4 n0 m0

My mom was just diagnosed with t4 n0 m0, doctors say we need to go through chemo, and mastectomy afterwards. With this type of diagnosis what is the survival rate? Could it be contained?

From what I have read online,there is a 22% -5yr survival rate. Any feedback would be of great help.
