Post lumpectomy stretch marks swelling

My mom had a lumpectomy about 3 1/2 weeks ago, this morning after a shower she noticed the stretch marks she has on that breast became swollen, especially compared to the stretch marks on her other breast. She saw her surgeon a week ago and everything seemed fine, but this swelling wasn't there before. Does anyone know what this means? Thank you
