2nd oncotype on new BC. Chemo?

I had BC (lump and rads and tamox) 9 years ago. Oncotype 18. Recurred and just had unilater mast 2 weeks ago. Was hoping to get a new Octotype test on the new tumor, but am getting run around. After 9 years, is this a new primary? Or a recurrence? And, without the typing, how do a make a new decision about chemo this go round?

I'd welcome your thoughts. I'm stumped -- thought chemo was in the cards for sure.
