Can rads change breast after 1 1/2 years?

A week ago I had "rash" on my radiated breast and intense swelling. I looked like I was finishing up radiation. I had a fever also that day. Next day fever gone "rash" better but breast still rock hard and painful. Surgeons want to blame it on radiation and radiation dr. says not radiations fault. Been on antibiotics for 4 days with no change. If it was just pain I could understand but the swelling has me puzzled and freaked out that no one can give me an answer and just want to point fingers.
