Experience with second opinions?

Do any of you have any input on where to get a second opinion on post-surgery treatment? I'm stage 2B IDC/ER+ and didn't have the best response to neoadjuvant chemo. I was told this increases my risk of recurrence. I already had my bilateral mastectomy, but now want to go somewhere for another opinion for post-surgery treatment (e.g. more chemo? Clinical trials?), in an attempt to reduce recurrence risk. I live in Chicago and am willing to travel anywhere. My thoughts were Mayo Clinic in Rochester, MD Anderson, MSK, Seattle Cancer Care Alliance, etc.? If anyone has personal experiences of good second opinions or good experiences at the top breast cancer centers that you would recommend, I would greatly appreciate it!
