Neoadjuvant therapy for triple positive tumors

I have completed my 3rd week of neoadjuvant therapy. Plan is 12 weeks of paclitaxel and herceptin with perjeta administered on weeks 1, 4, 7, and 10. I had my first follow-up MRI today. From my own physical evaluation, I do not believe the tumor has shrunk. My question is the lack of hormone blocker included in the therapy. Is it common to omit a hormone blocker during neoadjuvant therapy for triple positive tumors? Why allow the tumor to grow in response to hormones?
