Dumb Rads Question

So, I know that radiation is not usually a good thing, as it can damage cells. How does radiation not damage the good breast cells, and won't this possibly cause the cells to become cancer cells? My MO want me to do rads as part of my treatment plan, even if I chose a mastectomy, but I am almost more concerned about the rads than the chemo.
