site with complete instructions for MLD?

Someone posted a link to a site at which a hospital had experts talk about MLD and a possible video showing how it's done. If anyone remembers the site please post.

I had the link saved on my now crashed computer and can't find it listed anywhere. If you don't know that site but know of another one that shows how to message LE in the arm please share.
