Police Officer and Double Mastectomy

I had a double mastectomy in Dec 2014 due to DCIS and waiting to remove TE's for my implants. No chemo or rads. My skin is sensitive to just wearing a t-shirt at times. My chest is numb, tingles, burns, and feels tight. I have swelling and numbness under my one arm where nodes were removed. When I wear a heavy winter jacket, my chest area gets uncomfortable and I have to remove the jacket. I am a police officer and worried about wearing my bullet proof vest. Does anyone have similar issues? Can you wear a vest and if so for how long?
