Surgery on radiated scar help

Four years after doing 35 rounds of radiation I had to have a lump removed. He cut just above down the scar from my MX. How long should it take to heal or I should say will my skin ever feel normal again. It is very dry feeling and even peels now. I have also started breaking out in small hives. It's been three months and I honestly have no clue who I should see about the itching and dry skin. I have been using vanicream on it. Oh and the lump was nothing but scar tissue that had calsiffied around a stitch.
