Question about path report

Hey all,
On my path report I am ER/PR postive. What do the numbers mean? My report states: ER strong 3+ expression in 99% of neoplastic nuclei and the PR is a Moderate 2+ expression in 90%. What kind of scale is that on? Is it better to have a low number high number? Thank you
I was able to find it on this site. It is on a scale from 0-8.
