Weakly Hormone + and Hormonal Therapy

I am struggling with a decision over whether to start Tamoxifen.  My path report - only of the core biopsy, since testing/grading of remaining microscopic disease was not possible after neoadjuvant chemo - showed the cancer as 15% ER+ <5% PR+.  I came across this recently published article (link below) regarding a recent study indicating low benefit of hormonal therapy for cancer <10% ER+.  

I am still dealing with the SEs of chemo and rads (muscle/joint aches, fatigue).  I will be on Herceptin through the end of the year (52 weeks). I am 43 and was premenopausal before Dx.  I don't want to "try and see" Tam until I am feeling more normal (thinking that I may postpone trying Tam until after I finish Herceptin).  Would appreciate responses from anyone else struggling with the decision to take (or stay on) hormonal therapy - particularly those who are Her2+ and weakly hormone+.  I would also note my BC is very strongly Her2+.  I had a "near" PCR at surgery.  From a 2.5cm tumor (per MRI) to only microscopic clusters of cells (largest 3mm) after neoadjuvant TCH.
