Cat with vivid blue eyes is probably Photoshopped!

I agree. I have seen Siamese with eyes almost this blue, but they have the contrast with dark fur. Actually I think this kitten is lynx point or Himalayan, so maybe. We had some lynx point kittens. They don't develop the points until they're over about 8 weeks old. The coloring is triggered by temperature.
