Odd red blotches on breast, high risk and extremely worried

My mother passed away from breast cancer when I was just little, and for the past few years have been concerned about developing it. I regularly get them checked out, but I have never had a mammogram. I was referred to a mammogram centre by my doctor to have one done for my peace of mind, and they refused to do one for me. I was 20 at the time and said they didn't want to expose me to radiation at such a young age. I'm now 22 and for the past year or so I have been developing these red blotches on my breasts, almost looks like a pimple but it's flat and surrounded by tiny veins. Kind of looks like just damaged skin. It takes them a while to go away but I just develop more. It's really taking a toll on my self esteem and I just want to know what they are. I won't be able to see my doc for another few weeks so I was hoping someone else might have experienced the same thing and could help me out. I get them all over my breasts and no where else.
