Restaging after chemo and Prognosis

I was dx with stage IIb IDC (ER+, PR+, HER2-).  I've completed 8 rounds of chemo and had a mastectomy on the right.  Three lymph nodes were removed.  The path report after surgery showed a good partial response to chemo.  My surgeon said that after chemo, I was a stage Ib.  My MO and my RO have given me different opinions about this.  MO says this good response gives me a better prognosis.  RO says that it does NOT effect my overall prognosis.  Can anyone share info about this?
