Close skin margin -- rads or no rads?

I was diagnosed in January this year with IDC and based off all the information provided to me, I chose to have a bilateral mastectomy (skin and nipple sparing) with immediate DIEP reconstruction.  I thought that I would be able to avoid radiation as well with these steps.  However, my tumor margin was less than 1mm from the skin on top of my breast.  My BS said that he practically scraped everything off so a re-excision was not likely an option.  Based off recommendations from my BS and MO, I am meeting with a RO tomorrow to discuss my case.  Apparently, I landed in such a gray area that the tumor board's final recommendation was no radiation...BUT both discussions with my BS and MO made me feel like this was not a strong "no radiation" recommendation and that there was some "serious discussion/controversy" about my case.

I wanted to see if had a close skin margin such as mine and not have radiation done?  Thanks!
