Recurrence 2nd opinion?

Does this sound right? Do people have a recurrence and still never have a mastectomy? Asking for a family member who is TN, had lumpectomy and now has regional recurrence in chest wall with lymph node involvement. Surgery planned for that chest wall area only. Wondering if any of you ladies have had a similar experience?
