prophylactic surgery?

I've been reading signatures and I've noticed a lot of women end up with bilateral breast removal even when their original diagnosis is stage one. Is this so? Mets seem to appear often as well even when original diagnosis is stage one or two. Is it reasonable for me to request prophylactic surgery?
