Post radiation swelling in untreated area?

Hi, I am writing for my mom today. On Friday she finished 15 days of skull radiation! Saturday she woke up and half of her breast was swollen and red and hot to the touch-it looked like her inflammatory breast cancer had come back! Today it's less red but still hot. Is it possible for it to be caused by the rads or would it more likely be a reoccurance? I just thought it was weird that it looked that way the day following the last day of radiation. Thanks.
