Petition: make CA insurance companies justify their rates

In California, most insurance rates are regulated by the state Insurance Commissioner, presently Dave Jones, but health insurance rates are one exception. Dave has been working for several years to get this changed -- to give the commissioner's office the power to review (and potentially reject) proposed increases in health insurance rates. 

There was a bill in the legislature this year that would have allowed this, but several special interests stepped up to oppose it and Dave couldn't quite get enough votes. So now he's decided to take the issue directly to the people via a statewide initiative on the November ballot.
