Breast pain months after mastectomy?

My mon had a unilateral mastectomy/no reconstruction about 3 months ago. Healed well, except for some minor fluid buildup. Last week, she started to have some pain in her breast. We are concerned about this...Is this common following surgery? She has an appt to see the surgeon later this week?
