Are people who received radiation experiencing upper extremity problems (specifically, sensory loss, pain and weakness) as a result?

Yes, pain in thoracic spine and notalgia paresthetica.  I had to do  lots of research to 'self-diagnose' the NP. You may want to investigate the symptoms. I've had radiation to both breasts, L in 1995 and R in 2001. Recurrence to L and subsequent bilateral mastectomy in 2008. I am also concerned about heart/lung damage but a little too weary these days to keep up the online research. 

If you have resources, I'd check with your oncologist about the best approach for diagnosing issues with your spine, MRI or CT perhaps.
