does anyone know about New Blood Test?

Hi everyone

I've heard about new blood test recently and read about it in some threads and over internet. It was mentioned that this new test can detect every single cancer cell in the body and can catch it at the earliest stage. So with it existence is it not possible to understand the impact of chemo and herceptin or other treatments on this cells after treatment. I mean if it really exist so BC patients can prevent from recurring. Or they can see if chemo or other treatments kill all theses cells so recurring never happen.Is it practical in all the countries?
