Recurrence?? Didn't find all the breast cancer??

I'm very concerned for my mother-in-law. She had a mastectomy almost two years ago. She came to see us for a visit and her arm on the same side where the breast was removed was hudge. You couldn't see her knuckles. As soon as the doctor looked at her he said it's back. The scars from her incensions are red and she has knots on her neck. She went yesterday to start chemo and they told her they didn't catch all her cancer. There was some behind scar tissue. We're confused.... Does anyone have any advise??
