Why Don't They Always Do a Skin Punch Biopsy?

I'm sorry if this question has already been answered a lot, but as I'm researching IBC, this question is constantly on my mind. I was diagnosed as IDC, and after the mastectomy and reconstruction, I've experienced long-lasting bruise and rash areas. This makes me wonder if I could have actually had IBC (I found a white pimple near my incision during chemo, but my doctor said it was nothing--though months later I saw that it looks just like skin met photos on the web...) Anyway, I recently had a biopsy of the hard and bruised areas of my reconstruction and it came back as an inflammation but no cancer. But the plastic surgeon didn't take any skin because my reconstruction couldn't really spare any. So to get this answered, I guess I need yet another biopsy, this one a skin punch biopsy. Anyway, back to my question, it seems like they should always do a skin punch biopsy when they are testing for possible tumors...
