removal of collar bone --with surgery for swelling

Has anyone had a recurrence /swelling on masectomy site...eventually under/around/over collar bone...even with chemo...which the oncologist and thoracic surgeon suggest surgery could help--but not cure ??....involves collar bone removal....
I go to a very important oncologist in Vancouver...but.......
