Thoughts on the baseball steroids report

You can find the report here http://files.mlb.com/mitchrpt.pdf . I skimmed it but didn't read it.
I've been a huge baseball fan all of my life. I even collected baseball cards when I was a kid (I wish I had saved them!). I have so many thoughts on this. I am NOT a fan of Bud Selig, I think he acts like a killjoy for the sport. While I do think that steroid use should be banned, I think the report was a bit of a witch hunt. I had a lot of respect for Mitchell and his diplomatic work in Ireland. I don't feel the same about this report.
I think the $30 million dollars to date steroid investigation was witch hunt, for MLB/Selig to make up for not having better testing and a stricter policy in place. I'm not saying there shouldn't have been an investigation, just the way it was done and the cost.
~Most of the information seemed to have been taken from people with questionable reputations, other steroid users trying to cop a deal, steroid dealers etc.
~The accused were invited to speak to the panel, but it appears to be held against them if they did not.
~While Mitchell and his committee recommended no punishment, just changes moving forward, Selig said he's going to handle this on a case by case basis. This leaves open, I believe, bias in handling certain players. Selig showed his obvious lack of respect for Barry Bonds when he hit the HR that tied Hank Aaron's record by standing but not clapping and with a scowl on his face told of his feelings unless he was very constipated.
~During one of his press conferences Mitchell said that anyone who gave their steroids to someone else was guilty of being a distributer which I think is ridiculous. One time someone gave me a joint and I shared it with a friend, does that make me a drug distributer? I sure hope not.
Even though this report has been completed, it's not the same as anyone in the report being tried and found guilty by a jury of his peers- yet the most of the news people, Selig and Mitchell speak as though this has already been adjudicated. One tv anchor did mention that much of what was in the report and the "witnesses" probably would stand up poorly in a court of law. I don't believe in guilty until proven innocent for anyone from the guy on the street to a baseball pro to an alleged terrorist.
I wonder where that leaves Hall of Fame selections. I heard a few ESPN sportswriters say that they would vote for Bonds and Clemens, and none say they definitely would not. I hope they get in.
Any other baseball fans have thoughts?

1-I hate liars
2-I don't give a flying F what professional athletes do to their bodies.
3-I do care about what Olympic athletes do to their sports by cheating/lying
4-my major concers about illegal drugs is the message it sends to our youth, and what their use does to they physical and mental health.

I wish Carter's report of the voting practices in the US compared to the world received as much attention as Mitchell's report on Sports.

Great point Blundin!
Dotti, I agree with all your points too.
