PRMA and NOLA = reconstruction/plastics ONLY?

I've seen multiple threads and heard accolades about both these private practice groups dedicated to breast reconstruction. Just found out that my dear family friend and her daughter both were patients at PRMA and they're thrilled (they had impant reconstruction though)

Do either of these practices have a surgical oncologist or breast surgeon that performs the mastectomy? Or do those plastics also perform the mastectomy? The website for PRMA wasn't clear on this.

Also, anywone know if PRMA does stacked flaps? Also didn't see any mention of this per se on the site.
