Axillary web syndrome developing 2 years after surgery

They say axillary web syndrome (or cording) may develop a few days to several weeks after surgery. I had it developed once but healed naturally. Then, two years after the surgery, I'm now having it again. I suspect it's kind of a side effect of Tamoxifen. Blood clots listed among SE of Tamoxifen and I guess the axillary coding is somehow related.

Anyway, all the exercise/stretch instructions given on the internet are about "after surgery" rehabilitation. I am not sure if they apply to my case. I have no mobility problem so I can do any exercise and stretch if I force, So, it doesn't expand my range of motion (as it's already max) only to increase pains. Should I just rest my arms? Does anyone have the same experience?

    I had cording develop and my doctor prescribed physical therapy. The PT really helped. It wasn't just exercises. She did a whole bunch of massage/manipulation. My range of motion improved significantly from the PT. I went 2X a week for a few weeks.
