Was there more cancer AFTER your treatment?

My sister agreed to let me call the patient liaison at the hospital. I hope to find out more about her treatment so I can support of her as she goes through this.
Does anyone know how common it is to find cancer AFTER mastectomy, positive lymph nodes removed, and chemo?
It's weighing heavy on me because my sister said its common but everything I'm reading says it's not common to find more cancer immediately after chemo (chemo after surgery not before surgery). She's stage 3
