mammogram discrimination

Recently I had a regular check-up. I had no complains, doctor did not detect any problem during breast examination. However she suggested a mammogram screening as a beneficial “preventative measure” for every woman after 40. She did not mention that the screening will be a "diagnostic screening. I refused her offer twice, as I had no complains and doctor did not saw any particular concern, however she kept repeating it again and again, until I agreed to do it

The mammogram screening was done in 3 weeks from the doctor visit. It was a regular mammogram screening with only technician present. 4 regular images where taken.
Buy the way, it was a quite painful procedure as never before in my life.

The medical center now is asking me to pay for the mammogram screening as for the diagnostic mammogram, and not for the service they provided.

Their explanation is simple: even though you had no complains, and the breast examination was OK, you “must only have diagnostic mammograms” till the end of your life, because of your past history (according to the regulations). And regardless the mammogram procedure (mammogram screening or diagnostic mammogram) you will be charged as for diagnostic mammogram (or pay from your own pocket as included into hospital deductible).

Did any one experience the same kind of discrimination?
Does anyone know how to deal with med authorities in such case?

As for myself, I decided to refuse any offer of mammogram screening for the rest of my life because of this kind of discrimination.

    Sorry, I'm not following.... how is this 'discrimination' ?

    There is only a technician in the room taking the mammogram pictures but there is a radiologist who actually reviews the pictures once they are taken, not the technician. I have a diagnostic mammogram every year.

    If you do not have the financial means to afford these each year then there are several places that can provide financial assistance or free mammograms.

    I highly recommend you not forgo these yearly mammograms.

    I'm confused..what "background"? Did you have breast cancer in the past?

    And what is the difference between diagnostic mammogram and a regular mammogram?
