Choosing a surgeon and a hospital.

I am finding it very difficult to make an informed choice regarding a hospital and a surgeon. Is it possible to see breast surgeon outcome profiles? I have been diagnosed with DCIS non invasive breast cancer, graded intermediate. What research is about for women who decline surgery?
