Negative BRCA testing

I received a negative BRCA test. Do I proceed with BART test? Can I have my family doctor refer me to a breast surgeon to get a prophylactic mastectomy? I am really considering this. Can I have my family doctor refer me to a gynecologist for a oophorectomy and a hysterectomy? I have blue cross insurance will they pay for this? I know that women are still getting breast cancer without the brca genes because all of these breast cancer genes have not been discovered yet? Please help. I watched my mother die of breast cancer at 52. I was 15 when she had a radical mastectomy in 1975. My family doctor says that I am at high risk for breast cancer. Can he order these surgeries? The fear I have about this disease is tearing me up inside.
