CLT vs PT Assistant

I do not have a CLT in my area but have found a few lymphedema 'trained' therapists. However, I find the therapist only does initial eval and then PT assistant takes over treatment.
Is that what most people are seeing? My PT assistant seems knowledgeable and she worked side-by-side with the therapist. Just getting a bit frustrated that I can't find a CLT in my area that actually DOES the treatment.

Ohio, ideally the PT assistant is a CLT--has received 135 hours of training, as has the PT.
The biggest LE clinic in the state where I live used Vodder trained LMT's and due to insurance issues, they're all becoming PT assistants.
