Are they "Guidelines" or actually "Standard of care?"

I work in a Hospital, we ask if they have a Social Security number to see if they are undocumented women, if they do not have  one everything is FREE, a citizen or a Legal resident HAS to pay and to qualify for Medicaid is almost impossible, there would be more money if Title 11 would not exist and we would not take care of "Medical Tourists".

We have to sacrifice our care and medical needs to take care of the ones that do not pay taxes
